Job Summary:
Reporting to and under the general direction of the Director of Parking and Transportation and working collaboratively with other members of the campus leadership team, the Parking Operations Manager manages and supervises all Parking and Transportation department activities related to parking enforcement and Travel Demand Programs(TDMs). They are responsible for implementing goals for these areas, overseeing the effectiveness of TDMs, and supervising leads and staff in the enforcement and TDM sub-units. The role also includes assisting in supervising the department’s student employees.
Responsibilities include, but are not limited to:
- Lead, direct and supervise parking enforcement and citation appeals programs: Incumbent determines the direction of parking field operational growth and oversee daily operation; provide/direct or developing/ implementing, training, formulates operational guidelines and procedures; monitors performance and applies best practices and implements new technologies to improve and streamline enforcement field operations. Direct and supervise two Lead Community Service Specialists and up to several Community Service Specialists who work daytime and swing shifts. This team is stationed at both the SB and PDC campus. Ensure that clear written procedures are in place for issuing parking citations, and that enforcement have a comprehensive and correct understanding of the conditions/circumstances when parking violations may be issued. Oversee and supervise the initial reviewer of parking citation appeals, ensuring that decision guidelines are up to date and in place. Answer questions from staff regarding campus practices and protocols. Receive, investigate, and respond to customer inquiries or complaints regarding parking citations or appeals. Ensures compliance with California Vehicle Code, California Education Code, and other regulations. Serve as the Project Manager for the implementation of new enforcement technology e.g., License Plate Recognition, Zone Pricing. and subsequent systems upgrades.
- Oversight of the Transport Demand Programs: Oversee and measure the effectiveness of existing Travel Demand Programs (TDM’s) and work to grow these programs. Ensures the campus complies with Rule 2202 of the South Coast Air Quality Management District (SCAQMD) by ensuring the timely submission of the annual Average Vehicle Ridership Report. In conjunction with the Director and under the guidance of the Chancellor’s Office develop and implement the university’s 5-Year transportation demand management plan that will utilize the full complement of best fit transportation options available for each of the campuses. Every five years ensure that the plan is reviewed and updated accordingly. Manage existing commuter programs such as carpooling, transit, walking and bicycling to promote and encourage use these alternative transportation commute modes by both employees and students. Manage the contracts between various transit and TDM vendors e.g. ChargePoint, Ridelinks, Zipcar, Uber etc. and ensure terms and conditions keep pace with campus needs
- Leadership: Oversight of department field operations and Alternative Transportation Programs. Recruiting, hiring, training, planning, assigning ,counseling , disciplining and supervising activities of parking full-time personnel.. Assist the Director in managing and mentoring the department’s student employees who provide front-line, administrative and field support to the various department units. Engage in policy and program planning, development, and administration; interprets, monitors, and analyzes information regarding policies and procedures and provides consultative services regarding parking operations to the parking director. Assist in campus emergency management/response/recovery during crises and disasters. Serve as the department liaison for the Emergency Operations Center (EOC). Attend, represent and participate in department, division or campus wide meetings or committees; attend regional or state conferences pertaining to parking or transportation matters, especially CSU-sponsored conferences, or meetings
- Parking Facilities Management: In collaboration with the Parking Director manage parking facilities & equipment maintenance. Serve as the Project Manager for the installation of new parking facilities systems & equipment. Work in partnership with Facilities Planning Design & Construction, Facilities Management & Procurement to execute summer maintenance projects as outlined on the Director’s Annual Parking Facilities Maintenance Plan.
- In the absence of the Director, this position serves as the de facto department head with significant delegated authority, including the ability to take any action required to address issues, and an ongoing authority for operating decisions, personnel, and service delivery. Other related duties as assigned.
Minimum Qualifications: Required Education and Experience
- This position requires a Bachelor's degree, or equivalent combination of education and experience to provide the required knowledge, skills, and abilities to perform the duties of the position.
- Two to five years progressively responsible and applicable management and/or supervisory experience.
- A valid California Driver’s License valid for the operation of any vehicle or equipment required to maintain and operate.
Required Qualifications
- Superb written and verbal communication skills; and, experience in team building and leading teams with a commitment to service excellence
- Experience with utilization or implementation of technology systems to streamline day-to-day operations and services to improve productivity and customer service.
- Ability to organize work effectively and exercise independent judgment. Ability to act calmly and rationally in an emergency.
- Three years of experience in a related field, including customer service, event coordination, parking or traffic control and parking enforcement.
- Ability to effectively operate in an environment that requires discretion and confidentiality.
- Demonstrated leadership abilities and effective management skills, including an ability to work effectively in a large and complex organization are essential.
- Experience in process development, customer service, and parking enforcement management.
- Demonstrated ability to achieve results in a fast-paced environment and manage stressful situations and changing priorities effectively.
- Demonstrated experience successfully working with a diverse range of people and to establish and maintain effective work relationships with students, faculty, staff, and the public. Ability to diffuse hostile situations.
- Ability to monitor and report on legislation and/or regulatory agency mandates that would require department’s action/compliance.
- Ability to use a personal computer and other office equipment.
- Emergency operations experience.
Preferred Qualifications
- A working knowledge of parking industry technology and enforcement practices within the higher education environment.
Compensation and Benefits:
Anticipated Hiring Range: $80,000 - $87,000 annually
The salary offered will take into account internal equity and experience among other factors.

Summer schedule: Monday through Thursday (7:00 am - 5:30 pm), some evenings/weekends.
This is a full-time management (MPP) position. MPP employees serve at the pleasure of the campus President. MPPs do not serve a probationary period and never receive permanent status.
This position is a "designated position" in the California State University's Conflict of Interest Code. The scope of responsibilities for this position includes making or participating in decisions that may have a material financial benefit to the incumbent. Therefore, the individual holding this position is required to file an initial Conflict of Interest: Statement of Economic Interests ("Form 700") within thirty (30 days) from the date of hire and on an annual basis. In addition, the individual holding this position must complete the required conflict of interest training within thirty (30) days of their appointment and at least once during each consecutive period of two calendar years following the appointment, subject to the Fair Political Practices Commission regulations.

Campus Security Authority
This position is designated as a Campus Security Authority (CSA) position under the federal Jeanne Cleary Disclosure of Campus Security Policy and Campus Crime Statistics Act. CSAs are responsible for reporting allegations of Clery Act Crimes reported to them or that they witness. CSA training is required.
