Salary Range: $4,393.00 per month to $6,236.00 per month. PLEASE NOTE: The starting salary placement depends on qualifications and experience and is anticipated to be in the range of $4,393.00 per month to $5,000.00 per month.

About the Position

The College of Education and Allied Studies (CEAS) comprises five unique departments. The Office of the Associate Dean is responsible for the supervising personnel, budget, and office functions of the Credential Student Service Center (CSSC). The CSSC provides services to all programs leading to a credential issued by the State of California.   The  CSSC is the direct link to the California Commission on Teacher Credentialing (CTC). The CSSC provides support to CSUEB departments with credential programs and serves the general public regarding information on certification policies and procedures. The office advises students about credential requirements; maintains accurate data on enrollments and student progress; certifies readiness for field experience; and processes all materials related to the application for a credential.

The purpose of the position of Credential Analyst I is to maintain continuous oversight of candidate files; interpret laws and regulations for candidates, faculty, staff. and the general public; provide accurate advice to candidates related to completion of credential programs; make classroom presentations to finishing candidates; provide candidates and team leaders with quarterly updates of candidate progress; and issue documents to potential employers verifying program completion.

Under general supervision, the Credential Analyst I is responsible for reviewing credential applications and recommending whether or not a credential, certificate or permit be recommended for issuance. Incumbents evaluate academic qualifications and determine credit to be granted toward credentials, certificates and permits; process applications for teaching credentials and permits, rejecting those that do not meet mandated requirements; maintain resource documents that describe all the rules and requirements for each type of credential; circulate and post announcements regarding testing dates, activities and schedules related to credential preparation; provide forms, handouts and instructions related to applying for credentials; maintain progress files on students preparation program; advise and assist students and members of the faculty, faculty committees and their interested parties by interpreting credential rules, regulations and processes.  Incumbents at this level do not have final authority to directly notify the California Commission on Teacher Credentialing that a credential, certificate, or permit be issued to an applicant.

Responsibilities

Credential Evaluation and Advisement:

  • Maintain continuous oversight of candidate files, including transcripts and other documents required by each credential program.
  • Accurately interpret and apply state, university and program requirements for each credential program to assess documented candidate qualifications.
  • Quickly and accurately inform candidates when documents are incomplete, inaccurate, or missing; determine and correctly record transfer credit to be granted toward credentials in relationship to degrees, unit values and grading systems from programs outside the University.
  • Interpret laws and regulations to advise candidates regarding coursework necessary to meet California credentialing requirements.
  • Conduct in-service workshops for program completers.
  • Advise out-of-state and out-of-country trained candidates on procedures to obtain initial California credentials.
  • Assist faculty members, other staff, and administrators in interpreting state requirements on all certification.
  • Provide on-call advice to credential holders of renewal processes and requirements.

Admission Process:

  • Respond to in-person, email, and phone calls regarding questions and information about the credential programs.
  • Provide information about credential applicants and candidates to program coordinators regularly.
  • Maintain a working knowledge of functions in the Credential Student Services Center.
  • Schedule faculty Interviews of prospective candidates for EPSY, SPED, EDLD, PK-3 and RLAA programs.
  • Send correspondence to applicants about the interview process.
  • Data entry of program information for tracking enrolled students and for reporting University statistics.
  • Maintain files and materials received for credential applicants and candidates. Provide and report information (data) to departments as needed.
  • Prepare correspondence to notify applicants of credential program Department admission decisions.
  • Process electronic admissions using University software program.
  • Effective communication is required with credential candidates, faculty, staff, other institutions and employers and service users. Inform candidates regarding any pending regulatory changes.

Administrative Support:

  • Meet with each group of completing students to assist in the actual application process and review requirements for added authorizations, supplementary authorizations, examinations, and emphasis areas.
  • Conduct quarterly update of candidate records to document progress.
  • Provide accurate report of quarterly progress to candidates and faculty advisors.
  • Issue verification of program completion to candidates, school districts, and county offices of education, providing a basis for employment to our teachers.

Quarterly Updates:

  • Accurately inform teacher candidates on University, Program, and State requirements for certification in California.
  • Generating major checks, completion of UWSR/WST requirements, and capstone grade rosters.
  • Maintain communication with students and registrar’s office. 
  • Conduct administrative work for graduate and credential programs (reading and literacy, and educational psychology, i.e., generating reading and literacy forms and processing waiver forms).
  • Serve as liaison to Graduate Admissions. Effectively communicate with Graduate Admissions (Enrollment Services) regarding applicants' eligibility to the University and Credential Programs.

Minimum Qualifications

Experience:

  • Equivalent to one (1) year of experience evaluating academic qualifications of applicants for public school credentials, certificates, or permits.

OR

  • Equivalent to two (2) years of experience processing academic records to determine eligibility for admissions or degrees.  One year of college level education (full-time equivalent) may be equated for up to one year of the academic record processing experience.

OR

  • Equivalent to two (2) years experience performing technical, clerical or secretarial duties involving formulation, revision or interpretation of academic requirements or courses.  One (1) year of college level education (full-time equivalent) may be equated for up to one year of the technical, clerical or secretarial experience.

Knowledge and Abilities:

  • Thorough knowledge of State standards and requirements for teaching and service credentials;
  • General knowledge of educational practices in California school systems related to employment of teachers with credentials or permits.
  • General knowledge of school internship programs; and a broad understanding of the credentialing process.
  • Ability to interpret for others and correctly apply the California Education Code and other such regulations pertaining to the issuance of the various credentials, certificates and permits for public school teaching and service in California.
  • Organize and plan work to meet deadlines.
  • Schedule participants for interviews, workshops or teaching related activities.
  • Evaluate academic qualifications and determine credit to be granted toward credentials, certificates and permits.
  • Prepare correspondence, records, and reports.
  • Establish and maintain cooperative working relationships with others.

Required Qualifications

  • Ability to understand and use data management software systems used for the Credential Student Service Center.
  • Ability to work effectively with students, faculty and staff seeking assistance and information.
  • Ability to use computer applications such as MS Word, Excel, PowerPoint, and internet search tools Ability to use CSU East Bay computer-based tools related to position responsibilities.
  • Ability to understand CTC and CAEP accreditation policies and procedures Ability to understand all College and University policies and procedures.
  • Ability to compose and appropriately format correspondence and reports.
  • Ability to maintain confidentiality and appropriately handle sensitive matters.
  • Ability to work independently, establish priorities, and complete tasks and projects with supervisor guidance.
  • Ability to maintain healthy professional relationships which includes mutual respect and participation with others as a team.

Condition(s) of Employment

Satisfactory completion of a background check (including LiveScan, as appropriate), that may include, but is not limited to: criminal records check, verification of academic credentials, licenses, certificates, credit history, professional references and/or verification of work history is required for employment.  Cal State East Bay will issue a conditional offer of employment to the selected candidate, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Unsatisfactory results may also affect the continued employment of current Cal State East Bay employees who were conditionally offered the position.

All background checks are conducted through the university's third party vendor, Accurate. LiveScan is conducted through the University Police Department.
