THE DEPARTMENT:
The Office of Research, Innovation & Economic Development assists faculty, staff and students in securing external funding for research and other support services related to research compliance, and innovation for commercialization. The office serves as a central office on campus for support related to any aspect of research and has three main units. First, the Office of Research and Sponsored Programs (ORSP) provides assistance to faculty in identifying funding from government agencies, foundations, and corporations, and in proposal planning, development, and final submission. Upon award notification, ORSP coordinates with the Auxiliary (Cal Poly Pomona Foundation) to set up an account for award administration. Second, the Office of Research Compliance (ORC) provides support to faculty, staff and students related to all aspects of research compliance including human subject, animal research, export controls (EC), and responsible conduct of research (RCR). ORC provides administrative assistance to two committees: (i) the Institutional Review Board (IRB) for human subject related research, and (ii) the Institutional Animal Care and Use Committee (IACUC), which both report to the AVP for Research. Both committees are composed of faculty and staff, review and approve research protocols and ensure compliance with federal, state, and system regulations. ORC also maintains compliance with export control laws and regulations for faculty collaborating with those in other countries. Third, the Animal Care Facility provides a state of the art facility for animals used in teaching and research. At any one time, the facility houses 300 mice, 30 rats, and 10 rabbits.
DUTIES AND RESPONSIBILITIES:
Policy Administration:
- Administer University policies related to animal and human subjects research, export controls, research security training, and research administration compliance.
- Evaluate the effectiveness of, recommend, and implement changes to procedures and overall programs. Discern the needs of the research community and integrate varying underlying principles.
- Determine methods to achieve compliance with regulatory requirements and devise means to implement changes for internal objectives.
- Draft, revise, and lead the implementation of policies by applying extensive knowledge, experience, and judgment.
Educational Leadership:
- Lead the development and delivery of educational programs, such as workshops, webinars, etc., for the campus community about research security administration compliance, and animal and human subject research and teaching.
- Guide faculty, staff, and students in the preparation of their IACUC and IRB applications for review and approval. Ensure that all special regulatory issues are properly addressed and requisite approvals are obtained in a timely manner to support research
Technical Advisory:
- Serve as a key technical advisor to the AVP for Research and Innovation.
- Interpret regulations and policies to address the objectives of the research compliance program.
- Align university strategic goals to maximize the university's positive impact.
- May lead business innovation and process improvement efforts for the Office of Research Compliance, addressing problems from a broad interactive perspective using advanced research and analytical skills to conceive new solutions
Database and Software System Management:
- Oversee the maintenance and/or implementation of compliance management software systems and databases for IACUC and IRB protocol review and approval.
- Implement computer-based methods to improve efficiency and accuracy; identify problem areas and apply innovative solutions.
- Additionally provide access to training and education on database and software systems for other incumbents.
Committee Activities
- Lead and oversee the day-to-day overall conduct of Office of Research Compliance-supported committee activities.
- Ensure that all reviews are on track for timely approval and/or annual renewals and to satisfy the requirements of regulatory agencies.
- Schedule and secure resources for committee activities to ensure uninterrupted conduct of research and teaching projects.
Resource Provision:
- Provide resources and information about regulations and policies pertaining to animal and human subject research, research security, export controls, and Responsible and Ethical Conduct of Research.
- Develop, organize, or lead compliance-related educational training sessions for faculty, staff, and students, including classroom presentations, web-based tutorials, and one-on-one discussions.
- Develop materials such as PowerPoint presentations for the same.
Compliance Monitoring:
- Ensure adherence to regulations and policies by conducting site visits, reviewing programs, and communicating with researchers involved in studies.
- Foster a strong relationship with the Attending Veterinarian and support staff to comply with USDA and NIH-OLAW regulations.
- Maintain a positive relationship with the campus community.
Staff Leadership:
- Assume lead responsibilities to direct the work of other staff and student employees within the Office of Research Compliance.
- This includes assigning tasks, providing guidance and mentorship, and evaluating staff performance.
- Ensure that team members are aligned with the office’s goals and compliance regulations, fostering a collaborative and productive work environment.
QUALIFICATIONS:
- Bachelor's Degree - AND/OR the equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.
- Four (4) years of related experience
- Thorough knowledge of and ability to apply extensive expertise to complex programs and/or administrative specialties, including pertinent laws and regulations; demonstrated expertise in and advanced knowledge of the principles, problems, and methods of public and business administration and operational and fiscal management; expertise in administrative survey techniques, operations and systems analysis, statistical and research methods, and the ability to interpret and evaluate results to develop sound conclusions and recommend new or revised policies. Ability to understand problems from a broad, interactive perspective and discern applicable underlying principles to conceive of and develop strategic solutions; ability to work with representatives from public and private entities and handle potentially sensitive situations; demonstrated consultative skills in working with internal and external constituent groups; ability to effectively present ideas and concepts in written or presentation format and use consultative and facilitation skills to gain consensus; ability to train others on new skills and procedures and provide lead work direction.
PREFERRED QUALIFICATIONS:
- Master’s Degree in a relevant field.
- Minimum of one year of experience performing the specified duties, including at least two years of recent experience in one or more of the following areas: administering animal care compliance, administering human participants compliance, Export Control knowledge, or Responsible Conduct of Research knowledge.
- Knowledge of applicable university infrastructure, policies, and procedures. Strong understanding of the language and culture of the research community, as well as the structure, requirements, and expectations of relevant federal agencies.
- Superior communication skills (both oral and written), with excellent writing and editing abilities. Ability to use judgment and manage confidential information effectively.
- Proficiency in MS Office 365 (Word, Excel, and PowerPoint) and research compliance packages (Cayuse, InfoEd, etc.).
- High degree of emotional intelligence to foster productive relationships with diverse constituencies both on and off campus. Effective use of tact and diplomacy in handling business affairs.
- Demonstrated ability to adapt to changing priorities, multitask, and meet deadlines. Excellent organizational and time management skills to handle issues in an interdisciplinary environment with a high volume of work.
- Analytical accuracy and an unwavering dedication to integrity. Ability to work both independently and as part of a team. Desire for professional development.

CSU Classification Salary Range
This position is part of the CSUEU bargaining unit 9. The CSU Classification Standards for this position are located on the CSU Classification Standards website. The CSU Salary Schedule is located on the CSU Salary Schedule website. The classification salary range for this position according to the respective skill level is: minimum $5,537 and maximum $10,014 per month. University Driving Requirement
Positions that require driving for university business by using a personal or state vehicle must comply with the Authorized University Driver Policy. Driving records are monitored and evaluated by the Risk Management Department. The Risk Management Department evaluates a good driving report based on the following criteria. The driver must: 1. Have a valid California or other State Driver’s license. 2. Have no more than 3 motor vehicle violations or been the cause of 3 accidents in a 12-month period (or any combination of 3 thereof) 3.
