PURPOSE:

Under the direct supervision of the Director of Project Rebound, and with oversight from the Associate Vice President for Student Affairs and Dean of Students, the Project Rebound Coordinator will recruit and meet with prospective and current students to connect them with campus support services and resources. The program coordinator acts as a liaison with campus services and programs, as well as with community organizations, in order to serve as an advocate for people on campus and in the community.  The incumbent also acts as a liaison with other student services departments. Coordinates wraparound student support services for Project Rebound students for college transition assistance, academic success strategies, financial education, career/leadership development and Guided Pathways; tracks and analyzes various college activities related to the Project Rebound program and advises campus leadership regarding changes within Project Rebound.  Assist the director with: cultivating and managing relations with community partners, campus staff, and volunteers to ensure that the program is effectively implemented and achieving its goals.

Cal State Monterey Bay’s Project Rebound launched in August 2024 and is housed under the Division of Enrollment Management and Student Affairs. It currently has 17 students enrolled and is run by the executive director. Project Rebounds are state-funded student success programs for formerly incarcerated students matriculating in the California State University (CSU) System. First started at San Francisco State University in 1967 by formerly incarcerated professor John Irwin, between 2016 and 2023 Project Rebound expanded to 18 other CSU campuses. Cal State Monterey Bay’s Project Rebound, like all Project Rebounds, prioritizes the hiring of those with direct incarceration experience.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:

  1. Program Management
  • Provide general supervision to paid student staff and to volunteers/interns
  • Co-facilitate weekly Project Rebound staff meetings and attend additional meetings as needed
  • Act as a liaison between Project Rebound and campus services such as Admissions, Financial Aid, the Career Center, the Student Disability and Accessibility Center, the Care and Basic Needs, and other services and departments that further promote the success of Project Rebound students
  • Collect statistical data and reports on admissions, retention, and graduates
  • Conduct an annual comprehensive assessment of Project Rebound programming and services
  • Assist in the search for additional grants and other funding sources to help the program expand
  • Assist in the coordination and facilitation of volunteers and program participants to ensure the successful operation of the program
  • Keep up-to-date on carceral and education policy and research that could affect Project Rebound students;
  • Stay informed about best practices in the field of reentry services and make recommendations for program enhancements
  • Support and assist Project Rebound Director
  • Assist in the management of the program budget and financial resources to ensure sustainability
  1. Retention
  • Maintain regular communication and mentor Rebound students in order to provide counsel, experience-based advice, and additional customized support as needed to help students succeed
  • Connect students with appropriate on-campus and off-campus resources that address students’ educational, social, and academic development needs
  • Develop and implement activities that will foster social/personal development and workshops that will foster life/career skills needed to succeed post-graduation
  • Encourage student community service and civic engagement
  • Inspire an environment of leadership, academic excellence, and respect
  • Develop workshops and training programs to educate the CSUMB community
  • Coordinate orientations for newly admitted Rebound students, and participate in opportunities to table during different campus events
  • Create opportunities for Rebound students to build community within the program, campus, or statewide;
  • Support with the marketing and promotion of events, program mission and values
  • Communicate with parole and probation on behalf of current and prospective Rebound students when necessary (both adults and juveniles)
  • Provide letters of support where appropriate for student scholarships, graduate school applications, and job recommendations, as well as for student academic appeals such as financial aid SAP petitions and reinstatement petitions
  • Oversee the delivery of direct financial support services such as books, school supplies, transportation, meals, application and test fees, graduation costs, regalia, etc., based on available resources
  1. Recruitment and Outreach
  • Assist in the development and implementation of recruitment, outreach, awareness, and strategic plans to advance the mission of Project Rebound and build recruitment pathways for currently and formerly incarcerated people
  • Provide support to help prospective students prepare, apply, and matriculate, which may include assisting in developing an admissions plan, applying for admission and financial aid, and completing the steps needed to enroll
  • Support prospective students to remove obstacles to academic enrollment (e.g., filing appeal forms for admissions, loan rehabilitation, probationary forms, etc.) and providing letters of support where appropriate
  • Collaborate with community stakeholders, including government agencies, educational institutions, and nonprofit organizations, to build partnerships and recruit prospective students
  • Represent Project Rebound in the community to increase prospective student awareness through public speaking engagements, meetings with community leaders and organizations, and other outreach activities
  • Conduct educational outreach and implement informational workshops for prospective Rebound

students in local prisons, as well as community-based organizations and transitional living spaces that serve the reentering population

KNOWLEDGE, SKILLS AND ABILITIES:

Working knowledge of the principles of individual and group behavior; procedures and activities of the program to which assigned; general knowledge of the methods and problems of organizational and program management. General knowledge of research and interview techniques; and of the principles of individual and group behavior.

Ability to interpret and apply program rules and regulations; use initiative and resourcefulness in planning work assignments and in implementing long-range program improvements; obtain factual and interpretative information through interviews; reason logically; collect, compile, analyze and evaluate data and make verbal or written presentations based on these data; advise students individually and in groups on routine matters where required; recognize multicultural, multisexed and multi‑aged value systems and work accordingly; establish and maintain cooperative working relationships with faculty, CSU administrators, student organizations, private and public agencies and others in committee work, and student advising and community contacts; and, rapidly acquire a general knowledge of the overall operation, functions and programs of the campus to which assigned. Demonstrated ability to make decisions and carry through actions having implications with regard to other program or service areas Services Office.

MINIMUM QUALIFICATIONS:

Experience: Possession of these knowledge and abilities is typically demonstrated through the equivalent of three years of progressively responsible professional student services work experience. A master’s degree in Counseling, Clinical Psychology, Social Work, or a directly related field may be substituted for one year of experience. A doctorate degree and the appropriate internship or clinical training in counseling or guidance may be substituted for the three years of experience for positions with a major responsibility for professional career or personal counseling.

Education: Equivalent to graduation from a four-year college or university in a related field, including or supplemented by upper division or graduate coursework in counseling techniques, interviewing, and conflict resolution where such are job-related.

PREFERRED QUALIFICATIONS:

The ideal candidate in this role should have direct experience with incarceration and a minimum of one-year experience working with currently or formerly incarcerated individuals. Knowledge of behavioral, emotional, social, academic trajectory of at-risk and diverse students and familiarity with the Project Rebound program, the CSUMB campus and tri-county resources are preferred. Exhibits empathy and cultural sensitivity, with strong communication skills for effective advocacy and participant support. Has a positive attitude, an active, energetic mind, and a leadership style that is characterized by highly ethical practices and a commitment to diversity, openness, flexibility, integrity, and kindness.

Experience establishing and maintaining cooperative working relationships with faculty, CSU administrators, student organizations, private and public agencies and others in committee work, and student advising and community contacts. Demonstrates leadership and collaborative abilities, motivating participants and fostering a community that encourages growth and learning. General knowledge of the methods and problems of organizational and program management. General knowledge of research and interview techniques, and of the principles of individual and group behavior. Ability to interpret and apply program rules and regulations.

Demonstrated ability to make decisions and carry through actions having implications with regard to other program or service areas.  Can combine knowledge of higher education and criminal justice with social work expertise, adept in program planning, case management, and counseling for formerly incarcerated individuals. Skilled in mobilizing community resources, grant writing, and building partnerships to support participant reintegration and academic success. Experience utilizing data analysis and critical thinking for program evaluation, adapting strategies to overcome barriers and meet participant needs. Experience succeeding in overcoming barriers similar to those confronting the project’s target population (i.e., a formerly incarcerated person).

Technical fluency with Microsoft Office Professional Suite; Oracle-PeopleSoft/CMS baseline information system; Access; Hyperion (Brio); TMA, or similar maintenance management system; and Google Suite (e.g., Drive, mail & calendaring) programs. Experience working with diverse populations in an academic environment.

PHYSICAL ENVIRONMENT:

Office environment with standard equipment and tasks. The position requires working at a computer and desk for extended periods of time.  May require travel between campus offices and off-campus locations.
