We seek an exceptional individual to join our Human Resource Services team as the Human Resource Services Operations Specialist (Administrative Analyst/Specialist - Exempt I). Duties and Responsibilities
|
Reporting to the Assistant Vice President for Human Resource Services, the Operations Specialist provides comprehensive, confidential executive-level administrative, operational, project, and communications support. Serves as a trusted partner to the Assistant Vice President by managing executive operations, coordinating strategic initiatives, overseeing department communications, and supporting the efficient administration of Human Resource Services (HRS).
The Operations Specialist independently manages the Assistant Vice President's calendar, coordinates meetings and special events, monitors budgets and purchasing activities, supports departmental projects, and develops internal and external communications. The position serves as a central point of coordination for Human Resource Services, ensuring operational efficiency while maintaining a high level of discretion in handling confidential and sensitive information.
The Operations Specialist maintains broad knowledge of Human Resource Services functions, applicable employment regulations, CSU policies, collective bargaining agreements, and campus procedures to effectively interpret policy, resolve operational issues, and support division-wide initiatives. The Operations Specialist conducts research, analyzes data, develops recommendations, and contributes to the implementation of campus and CSU programs and strategic priorities.
The position requires exceptional organizational, analytical, communication, and project management skills; sound judgment; political acumen; and the ability to manage multiple competing priorities in a fast-paced, technology-driven environment. The Operations Specialist establishes and maintains collaborative working relationships with campus leadership, faculty, staff, students, the Chancellor's Office, external agencies, and community partners. Serves on university and systemwide committees and performs other duties as assigned.

Essential Qualifications
|
Bachelor’s degree from an accredited four-year college or university and/or the equivalent training and administrative work experience involving the study, analysis, evaluation, development or improvement of administrative policies, procedures, practices, or programs plus two years of related experience. Working knowledge of and the ability to apply standard theories, principles, practices, techniques applicable to the program or administrative specialty to develop conclusions and make recommendations. Thorough knowledge of policies, procedures, and outside regulations pertaining to the applicable program or administrative specialty. Working knowledge of operational and fiscal analysis and techniques. Ability to take initiative and plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved. Skilled in research, development, and evaluation of policies and programs. Ability to collect, evaluate, and interpret data to develop sound conclusions and make appropriate recommendations. Expertise investigating and analyzing problems with broad administrative impact and implications. Ability to anticipate problems and address them proactively. Demonstrated ability to effectively interpret, organize, and present information and ideas in written or presentation form. Ability to train others on new skills and procedures and provide lead work direction.
A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to complete the background check satisfactorily may affect the continued employment of a current CSU employee who was conditionally offered the position.

Preferred Qualifications
|
Skilled in leading, training, and mentoring administrative staff, student employees, and volunteers. Proficiency in current word processing, spreadsheet, and relevant software applications. Ability to handle confidential and sensitive information with discretion and maintain strict confidentiality. Ability to work independently and as part of a team and build relationships with various stakeholders. Flexibility to adapt to changing priorities and deadlines.
