The CSU Chancellor's Office, located on the waterfront adjacent to the Aquarium of the Pacific in downtown Long Beach, is the headquarters for the nation's largest and most diverse system of higher education. Salary

The anticipated salary hiring range is up to $129,888 per year, commensurate with qualifications and experience.

Work Arrangements

Flexibility to telecommute two days a week, with three days on-site at the main headquarters in Long Beach, California.

Position Information

The California State University, Office of the Chancellor, is seeking an experienced IT Project and Change Manager to lead strategic technology and organizational initiatives that strengthen how the CSU delivers services across the Chancellor's Office and 22 campuses.

As a member of the Project and Change Management Office (PCMO), this role integrates project management and organizational change management to help organizations successfully plan, implement, and adopt technology and business change. Working across people, process, and technology, the IT Project and Change Manager partners with business and technology leaders to align stakeholders, navigate competing priorities, manage organizational change, and deliver sustainable outcomes that support the CSU mission.

Responsibilities

Under the general direction of the Director of Project and Change Management Office, the IT Project and Change Manager will perform duties as outlined below:

1. Project Leadership

-Lead enterprise technology projects and strategic initiatives from initiation through implementation, transition, and successful adoption.

-Develop practical project strategies, governance structures, schedules, resource plans, and risk management approaches that support successful delivery.

-Monitor project performance, manage risks and dependencies, facilitate decision making, and communicate progress to stakeholders and leadership.

-Facilitate project closeout activities, including lessons learned and continuous improvement recommendations.

2. Organizational Change Management

-Lead integrated change management strategies that build organizational readiness, strengthen stakeholder engagement, and support successful adoption.

-Assess organizational impacts, stakeholder needs, and readiness to inform change approaches.

-Lead communication, engagement, training, and adoption activities throughout the project lifecycle.

-Monitor adoption metrics and adjust strategies to improve outcomes.

3. Stakeholder Engagement

-Build trusted partnerships across the Chancellor's Office, campuses, and technology teams.

-Facilitate discussions that build consensus, navigate competing priorities, and enable informed decisions.

-Translate complex technical information into clear, actionable communications for diverse audiences.

-Foster collaboration through effective facilitation, transparency, and relationship building.

4. PCMO Leadership

-Contribute to the continuous improvement of PCMO standards, methodologies, templates, and governance practices.

-Advance project and change management capability across the CSU by supporting Communities of Practice, professional development, and shared methodologies.

-Maintain accurate project documentation and portfolio information in accordance with PCMO standards.

5. Innovation and Continuous Improvement

-Research and apply best practices, emerging technologies, including artificial intelligence, and innovative methodologies to enhance PCMO services and organizational effectiveness.

-Evaluate opportunities to responsibly apply AI and automation to improve project delivery, stakeholder engagement, communication, analysis, and operational efficiency.

-Promote the ethical and responsible use of AI through appropriate human oversight, privacy, security, accessibility, transparency, and alignment with CSU policies and standards.

-Foster continuous improvement by identifying practical solutions that strengthen project delivery, organizational change, and organizational effectiveness.

Qualifications

This position requires:

-Bachelor's degree in Information Technology, Business Administration, Organizational Leadership, or a related field, or an equivalent combination of education and experience.

-Five or more years leading complex technology projects.

-Five or more years leading organizational change initiatives.

-Experience partnering with business and technical teams.

-Experience leading cross-functional initiatives involving diverse stakeholders and competing priorities.

-Experience developing executive communications and stakeholder engagement strategies.

Preferred Qualifications

-Master's degree in a related field preferred.

-Experience in higher education, public sector, or similarly complex organizations.

-Experience supporting enterprise technology implementations across multiple business units or institutions.

-Experience working within project portfolio management or governance frameworks.

-Project Management Professional (PMP®) certification or equivalent.

-Organizational Change Management certification, such as Prosci Change Management Practitioner or equivalent.

-PMI Certified Professional in Managing AI (PMI-CPMAI™), or demonstrated experience applying AI responsibly to enhance project delivery, organizational change, communication, business analysis, or operational effectiveness.

-Certifications or experience in Agile, Scrum, Lean, Six Sigma, or continuous improvement methodologies.

-Demonstrated ability to lead complex technology projects and organizational change initiatives from planning through implementation and successful adoption.

-Proven ability to build consensus, influence decision making, and foster collaboration across diverse stakeholder groups without direct supervisory authority.

-Excellent communication, facilitation, and stakeholder engagement skills, with the ability to translate complex technical and business information into clear, actionable communications for diverse audiences.

-Strong analytical, critical thinking, and problem-solving skills with the ability to assess risks, evaluate options, and develop practical, solution-oriented recommendations.

-Demonstrated ability to navigate ambiguity, adapt to changing priorities, and make sound decisions in a dynamic environment.

-Experience applying project management and organizational change management methodologies, tools, and best practices to achieve measurable business outcomes.

-Ability to build trusted relationships and effectively partner with business, technical, and executive leaders to achieve shared objectives.

-Experience analyzing business processes, identifying opportunities for improvement, and implementing sustainable solutions that strengthen organizational effectiveness.

-Demonstrated ability to evaluate and responsibly apply emerging technologies, including AI-enabled tools, to enhance project delivery, communication, analysis, and decision support while ensuring appropriate human oversight, privacy, security, and alignment with CSU policies and ethical standards.

-Commitment to collaboration, accountability, continuous improvement, customer service, and fostering an inclusive, people-centered culture.

Preferred Skills, Knowledge, and Abilities:

-Knowledge of higher education governance and shared decision making.

-Experience with enterprise portfolio management and reporting.

-Experience implementing enterprise applications and technology solutions.

-Knowledge of Lean, Agile, or continuous improvement methodologies.

-Experience managing vendors and external partners.

-Ability to analyze performance metrics and use data to support decision making.

-Knowledge of AI governance, responsible AI practices, and the strategic application of AI to improve project management, organizational change, business processes, and decision making.

-Experience evaluating and implementing AI-enabled solutions while considering organizational readiness, privacy, security, accessibility, ethics, and change impacts.

-Willingness to travel up to 10% to support stakeholder engagement, collaboration, and project and change initiatives across the CSU system.
