
Job Summary
Reporting to the Senior Associate Vice President for Enrollment Management, the Director of International Recruitment and Partnerships provides strategic leadership for the university’s global enrollment, recruitment, and partnership initiatives. The position develops and implements comprehensive international recruitment strategies designed to expand San José State University’s global presence, strengthen institutional partnerships, and support sustainable enrollment growth across academic programs. The Director exercises broad authority over market development, partnership engagement, operational planning, data-informed decision making, and international recruitment initiatives while representing the university in global and systemwide forums. This role has significant organizational impact through leadership of international enrollment strategy, cross-functional collaboration, financial oversight, and advancement of the university’s internationalization goals.
Key Responsibilities
- Develop and lead comprehensive international recruitment and partnership strategies aligned with institutional enrollment goals and academic priorities.
- Analyze global market trends, demographic data, and recruitment performance metrics to inform strategic planning and enrollment initiatives.
- Direct international recruitment operations, outreach activities, travel initiatives, and yield strategies across priority global regions.
- Establish, cultivate, and manage strategic partnerships with international institutions, agencies, and external stakeholders.
- Oversee recruitment pipelines, CRM systems, dashboards, reporting tools, and data analytics to support informed decision making and operational effectiveness.
- Lead cross-functional collaboration with Enrollment Management, academic units, marketing, and student support departments to align recruitment efforts and messaging.
- Supervise, mentor, and evaluate professional staff, including recruitment specialists, advisors, and in-country representatives.
- Manage financial planning, budgeting, resource allocation, contracts, and vendor relationships related to international recruitment and partnerships.
- Represent the university at international conferences, professional organizations, and CSU systemwide initiatives to enhance institutional visibility and engagement.
- Prepare and present strategic reports, enrollment analyses, and recommendations to senior leadership and external stakeholders.

- Proficiency with software applications, CRM systems, database management, spreadsheets, and reporting tools.
Required Qualifications
- Equivalent to graduation from a four-year college or university, preferably with courses in adult education and curriculum planning
- Equivalent to three years of experience in planning classes and curriculum for higher or extended education programs and including developing resources, budgets, marketing plans and liaison with the community
Preferred Qualifications
- Master’s degree in a related field or a Bachelor’s degree plus extensive training and working history in the field
- At least four years’ experience recruiting international students for a major United States university.
- Professional experience developing recruitment plans and budgets.
- Experience progressively cultivating and managing large numbers of potential students and providers through databases.
- Professional experience working with international universities as partners for recruitment.
- Firm understanding of policies, procedures and laws related to international students enrolling in US universities.
- Experience working successfully with marketing, enrollment and student support units within a university.
- At least four year’s experience leading recruitment efforts for international students for a California state University
- 2 years of professional experience developing recruitment plans and budgets.

Compensation
Classification: Administrator II
Anticipated Hiring Range: $11,000/month - $11,500/month
CSU Salary Range: $5,053/month - $16,221/month
The final hiring salary will be commensurate with experience.
