Compensation and Benefits
The anticipated hiring salary is $130,000 - $145,000 per year and is competitive and negotiable depending on the strength of qualifications. This is a CSU Management Personnel Plan (MPP) position.
The CSU system provides a comprehensive benefit package that includes medical, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), sick and vacation time, and 15 paid holidays a year. Job Summary
Reporting to the Chief Information Officer (CIO), the Senior Director of Networks, Unified Communications, and Learning Spaces, provides strategic leadership and oversight for the design, delivery, and continuous improvement of the University’s network, communications, and classroom technology infrastructure. This role is responsible for aligning technology operations with institutional goals, ensuring resilient and innovative solutions that enable excellence in teaching, learning, and research.
The Senior Director leads and manages the Network Engineering, Field Operations, Classroom Video Services, and Unified Communications teams. These teams design, implement, and sustain the University’s wired and wireless networks, low-voltage and fiber-optic cabling systems, classroom technology installations, and the enterprise Zoom Phone platform. The incumbent establishes strategic priorities, sets performance standards, and ensures the seamless operation, security, and scalability of these critical services.
Serving as a member of the Technology Services leadership team, the Senior Director helps shape campus-wide IT strategy, governance, and financial planning to ensure technology services advance the University’s teaching, learning, research, and administrative priorities. The incumbent establishes strategic direction, fosters innovation, and ensures operational excellence across all service areas.
Key Qualifications
- Thorough knowledge of the issues related to successfully managing wired and wireless networks, computer servers, storage and infrastructure applications.
- Thorough knowledge of the issues related to successfully implementing, troubleshooting and maintaining low-voltage and fiber-optic cabling, inside and outside plant fiber-optic and copper infrastructure including knowledge of relevant standards.
- Working knowledge of the issues related to successfully designing, implementing and maintaining classroom technology and video environments.
- Working knowledge of the issues related to successfully implementing and maintaining telecom systems and services including VoIP, ACD and voicemail.
- General knowledge of one or more of the following: end-user computing support for desktops, laptops and mobile devices, specialized computing support for college or division-specific IT services, Help Desk/Service Management, Information Systems/Business Applications, Network Engineering, Server/Storage Infrastructure and IT security.
- Direct experience and strong skills in budget preparation and management including estimates, billing, chargeback and cost recovery.
- Experience in procurement, vendor relationships and contract negotiation.

- Compile, write and present reports and other communications and develop business cases and negotiate contracts.
- Perform systems and applications needs analysis, prepare requests for proposals and conduct feasibility studies.
- Work effectively with the technology team and all units within the university and the general public from diverse ethnic, cultural, and socio-economic backgrounds.
- Strong interpersonal and influencing skills with ability to engage with different levels including relationship building with the facility management team.
- Excellent communication and collaboration skills.
- Strong customer service skills and proactive, customer-focused attitude.

Education and Experience
- A bachelor's degree from an accredited college in a relevant field.
- Five years' experience managing staff responsible for installation and maintenance of low-voltage wiring, fiber-optic cable, and wired and wireless network electronics.
- Five years' experience planning and managing network/telecom projects including staff and materials requirements, schedules, budgets, priorities, communication and training for support staff and end users.
- Three years’ experience providing leadership for network engineers.
- Preferred Qualifications:
- Specific experience with technologies used at Fresno State including Avaya, Alcatel Lucent, Aruba and Extron.
- Three years' experience managing staff responsible for design, installation and maintenance of classroom technology and remote classroom/conference room infrastructure.
- Three years' experience managing staff responsible for the configuration and maintenance of campus VoIP system, telephone billing, voice mail and ACD systems.
- Thorough knowledge of relevant standards including BICSI.
- Knowledge of the CSU TIP (Telecommunications Infrastructure Planning) standards.
- Certified as a Registered Communications Distribution Designer (RCDD).
- Specific experience preparing reports and proposals for senior management dealing with project portfolio, priorities, capacity and sourcing of materials and labor for network/telecom projects.
- Experience with higher education or public service agencies.
