Position Summary
The Title IX & DHR Director of Resolution Services/Deputy Coordinator will serve a critical role within the Equity programs and Compliance office (EPC). The Deputy Coordinator role is fundamental to the management, operations, and strategic vision of EPC, and to the University’s equity, inclusion and compliance efforts. Reporting to the Assistant Vice President for Title IX and DHR (AVP), the Deputy Coordinator will oversee the investigations and resolutions functions within EPC. Drawing on their proven experience in investigations and leadership, the Deputy Coordinator will ensure the successful implementation of investigations and other resolutions by providing oversight, strategic guidance, feedback and coaching, and hands-on assistance as appropriate. The Incumbent will work with the resolution services team to prioritize cases, identify appropriate resolution options, and create and maintain comprehensive documentation and case files.
The Deputy Coordinator will work closely with the AVP to help lead the university’s Discrimination, Harassment, Retaliation (DHR) and Title IX compliance efforts, including policy development, training, and the fair, thorough, and neutral investigation of complaints. The incumbent must have a human-centered approach to their work, and the ability to navigate difficult conversations on highly sensitive topics, while providing succinct, clear, and accessible guidance to diverse populations, from faculty to freshmen.
The Deputy Coordinator communicates effectively, maintains neutrality, meets deadlines and works effectively and respectfully with diverse constituencies to help create and support a safe and inclusive campus environment. The incumbent must develop and maintain relationships and clear lines of communication with students, faculty, staff and administration.
The Deputy Coordinator oversees the identification of patterns of behavior and systemic problems, facilitation of appropriate solutions/resolutions, implementation of prevention training, and identification of opportunities for compliance checks/controls. The Incumbent is expected to work independently with minimal day-to-day oversight and under general instruction on new assignments. The Incumbent keeps the AVP informed of progress, potentially controversial matters, and implications of work performed. The incumbent must be able to handle highly sensitive and potentially political matters with tact and discretion, maintaining confidentiality as appropriate
The Incumbent is expected to recommend and implement continuous quality improvement in unit operations.
Special Working Conditions: Incumbent must be able to competently interact with a culturally and ethnically diverse population of students, faculty and staff. Incumbent will interact regularly with campus leaders, the Dean of Students Office, Employee & Labor Relations, Faculty Affairs and Professional Development, and Student Affairs & Enrollment Management staff. Position Information
Investigations & Resolution Services
· Manage resolution services, which may include investigation, intake/assessment, alternative dispute resolution, hearings, and other functions.
· Directly supervise investigators in their day to day functions conducting resolutions.
· Provide strategic and technical guidance and assistance to EPC staff, external investigators/facilitators, and others engaged in investigations and informal resolution procedures.
· Review and provide constructive feedback on resolution-related documents, including investigation reports, informal resolution agreements, interview summaries, etc.
· Conduct intake meetings as necessary or appropriate (e.g. in the event of absence or conflict vis-a-vis usual intake personnel).
· Facilitate informal/agreement-based resolutions using alternative dispute resolution.
· Facilitate and/or advise on referrals to partner offices where appropriate.
· Oversee the development and maintenance of resolution services operating procedures.
Legal and Regulatory Compliance
· In conjunction with the AVP of DHR/Title IX, campus counsel, and the Chancellor’s Office, provide policy feedback and analysis consistent with legal and regulatory requirements.
· Develop and facilitate training for various campus constituencies based on compliance needs, trend/hot-spot analyses, campus climate, or risk analyses.
· Ensure office staff conducting resolutions receive regular training and certifications as necessary/appropriate.
· In conjunction with the AVP of DHR/Title IX, campus counsel, and the Chancellor’s Office, ensure resolution services functions implement best and next practices to maximize compliance, effectiveness, and efficiency.
Office Management
· In conjunction with the AVP of DHR/Title IX, provide strategic guidance for EPC office and operations.
· Provide performance feedback and implement performance management for direct reports and/or other EPC staff as necessary and appropriate.
· Oversee external contractors engaged to provide resolution or other services on behalf of EPC.
· Develop and maintain relationships with campus/community partners that are essential to Title IX and DHR functions.

Minimum Qualifications
• Bachelor’s degree from an accredited four-year college or university in a relevant discipline.
• Professional knowledge of Title IX, Clery Act, VAWA, FERPA, Equal Employment Opportunity (EEO) affirmative action, the Americans with Disabilities Act and other applicable federal and state civil rights and employment laws, regulations and court decisions.
• Experience leading professional teams.
• Knowledge of principles of conducting investigations, including interview methods and techniques.
• Knowledge of principles of alternative dispute resolution.
• Knowledge of principles of social justice.
• Knowledge of principles of cultural competence.
• Ability to work independently, take initiative and handle highly sensitive and confidential information appropriately.
• Strong and effective interpersonal skills, including the ability to establish rapport with a diverse range of community members.
• Ability to develop and maintain effective, collaborative working relationships.
• Commitment to principles of due process, impartiality, fairness, ethical conduct and respect.
• Excellent writing and research skills and the ability to generate and train investigators to write concise and analytical reports about complex and sensitive topics/investigations.
• Must have exceptional organization skills, including the ability to handle a significant caseload and manage multiple deadlines.
• A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU. • Must be highly proficient in Word, Excel, PowerPoint, Adobe and Zoom.
• Successful completion of a skills check.
Preferred Qualifications
• Juris Doctor with two or more years of legal/compliance experience, or an equivalent combination of education and law experience.
• Five (5) years’ experience in Student Conduct, Title IX, DHR (Discrimination, Harassment & Retaliation), EEO or employee relations complaint and/or grievance investigation and resolution.
• Understanding of and ability to work within databases, run reports, and create analytics.
• Experience managing direct reports.
• Experience in a higher education setting preferred, especially public higher education.
• Certification for Title IX Investigator, Civil Rights Investigator or Workplace Investigator.
• Recent advanced level professional training on workplace investigation best practices.
• Proficiency with Maxient or other case management software.
