Job Summary
Under the general direction of the Assistant Manager, BBS Payroll/Personnel Services, this position oversees all payroll, pertinent personnel transactions, and related documents for over 300 Beach Building Services employees (permanent, temporary, full-time, part-time, intermittent, and student) in an effective and efficient manner.
Key Responsibilities
- Payroll Processing and Timekeeping Operations: Manages payroll and timekeeping functions by ensuring accurate tracking of employee work hours, leave balances, and timely processing of payroll transactions in compliance with applicable policies and procedures.
- Personnel Relations Support and Compliance Tracking: Provides administrative support for personnel-related matters while monitoring and maintaining compliance with employment regulations, collective bargaining agreements, and organizational policies.
- Recruitment and Onboarding Coordination: Coordinates recruitment and onboarding activities by assisting with job postings, candidate communications, hiring documentation, and new employee orientation to support a smooth and efficient hiring process.

Compensation
Salary placement is determined by the education, experience, and qualifications the candidate brings to the position, internal equity, and the hiring department’s fiscal resources.
- CSU Classification Salary Range: The CSU Classification Salary Range for this position is $4,799 (Step 1) - $6,992 (Step 20) per month.

Knowledge, Skills, and Abilities
This position will possess extensive experience in payroll administration, personnel operations, and workforce support within a large and complex organization. They will independently oversee payroll and timekeeping functions for a diverse workforce of more than 300 employees, ensuring accurate and timely processing of attendance, overtime, shift differentials, stipends, leaves, and payroll transactions while maintaining compliance with CSU policies, collective bargaining agreements, and university procedures. The successful candidate will have strong analytical skills to audit payroll data, reconcile discrepancies, monitor labor costs, prepare management reports, and develop systems that improve data integrity and operational efficiency. They will serve as a key liaison between departmental staff, Payroll, and Human Resources to resolve timekeeping issues, support compliance requirements, manage attendance records, and administer student payroll programs.
In addition, the ideal candidate will provide comprehensive personnel and employee relations support by coordinating appointments, separations, leaves of absence, work schedule changes, and other employment transactions. They will maintain employee records, oversee leave management and workers’ compensation programs, monitor compliance with medical monitoring requirements, and analyze workforce trends to support strategic planning and operational decision-making. The candidate will also coordinate department-wide recruitment and onboarding activities, guiding hiring managers and candidates through the hiring process while ensuring new employees receive the resources and information needed for a successful transition. Strong organizational, communication, and customer service skills are essential, as this individual will manage sensitive personnel information, maintain workforce data, support emergency response readiness, provide operational analysis, and contribute to continuous process improvement initiatives while ensuring adherence to all university and departmental policies and procedures.

Education and Experience
• Equivalent to a bachelor's degree and two (2) years of related experience required.
• Experience creating and managing operational systems preferred.
• Payroll or HR experience preferred.
Licenses / Certificates
• Valid CA Driver License to operate university vehicles preferred. Employees who are required to operate motorized vehicles and/or use their personal vehicle more than once a month on University business are required to take a mandatory Defensive Driving course and enroll in the DMV Employee Pull Notice (EPN) Program.
