Job Summary

The Manager of Financial Planning and Analysis (FP&A) leads financial planning, analysis, and modeling for key university-wide programs, including tuition and student fees, capital planning, and debt management in Budget and Financial Management. This position provides strategic financial insight to support data-driven decision-making, long-term resource planning, and institutional transparency.

The Manager partners with campus leadership, financial officers, auxiliary organizations, and the CSU Chancellor’s Office to develop financial models, guide planning and policy decisions, and ensure compliance with systemwide requirements. The Manager also advances the university’s financial systems and analytical capabilities by leading high-impact initiatives, including the implementation of campus-wide budgeting tools, the development of data visualization solutions, and the continuous improvement of financial processes.

 

Key Responsibilities

  • Oversees financial planning, budgeting, and compliance for capital and deferred maintenance programs across the university and its auxiliary organizations
  • Develops and implements financial frameworks, policies, and guidelines for capital resource planning and management
  • Manages capital budgets, reserves, and funding allocations across multiple funding sources, including General Fund, Systemwide Revenue Bonds, and Commercial Paper
  • Provides financial analysis and recommendations related to project funding, cash flow planning, and resource optimization
  • Monitors financial performance of capital programs and evaluates availability of funds for current and future projects
  • Ensures compliance with CSU policies, legal accounting requirements, and tax-exempt financing regulations
  • Prepares and delivers financial reports for institutional leadership, budget documents, and systemwide submissions
  • Serves as a financial advisor and liaison to campus leadership, committees, and external stakeholders on capital-related matters
  • Leads financial modeling, analysis, and reporting for tuition and student fee programs to support enrollment planning, policy development, and institutional decision-making
  • Develops and maintains financial projection models for tuition and fee revenue based on enrollment trends, policy changes, and economic factors
  • Provides financial analysis and recommendations to campus committees, including Strategic Enrollment Management and Campus Fee Advisory Committee
  • Identifies trends, risks, and opportunities impacting tuition and fee revenue and communicates implications to leadership
  • Enhances data accessibility and reporting processes, including digitization and organization of historical financial records
  • Ensures accurate and timely reporting to campus stakeholders and the CSU Chancellor’s Office
  • Responds to internal and external information requests, including public records requests, related to tuition and fees
  • Leads high-impact initiatives to strengthen financial planning processes, improve data transparency, and enhance decision support capabilities across the institution
  • Leads financial modeling and planning for systemwide revenue bond programs to support long-term capital strategy and debt capacity management

 

Knowledge, Skills & Abilities

  • Advanced knowledge of financial planning, budgeting, and analytical methodologies
  • Strong analytical skills with the ability to interpret complex data, identify trends, and develop actionable recommendations
  • Ability to manage multiple priorities and meet deadlines in a fast-paced environment
  • Excellent written and verbal communication skills, including the ability to present complex information clearly to diverse audiences
  • Ability to exercise sound judgment and make decisions in complex and ambiguous situations
  • Strong interpersonal skills and the ability to build collaborative relationships across organizational units
  • Ability to work independently and lead cross-functional initiatives
  • Proficiency in financial systems, data analysis tools, and reporting platforms (e.g., ERP systems, data warehouses, visualization tools such as Tableau)
  • Advanced proficiency in analyzing large datasets and developing models to support decision-making
  • Strong organizational and project management skills
  • Ability to communicate with constituents in a professional and respectful manner

 

Required Qualifications

  • Bachelor’s Degree in accounting, business, data science or a related field from an accredited college or university
  • Five (5) years of progressively responsible experience in financial planning, financial management, or data analysis

 

Preferred Qualifications

  • Advanced studies or training in business, financial management, data science, or a related field
  • Experience in higher education or complex organizational finance environments
  • Demonstrated expertise in data analysis and financial modeling
  • Experience developing dashboards and data visualizations (e.g., Tableau or similar tools)

 

Compensation

Classification: Administrator I
Anticipated Hiring Range: $9,000/month - $9,500/month
CSU Salary Range: $4,135/month - $12,288/month

The final hiring salary will be commensurate with experience.
