Position Information
The California State University, Office of the Chancellor, is seeking a Director of Technical Training to be responsible for systemwide management of the Technical Training unit which includes training systems deployed to staff, faculty, trustees, auxiliaries, and students on 22 campuses and the Chancellors’ Office. This position will also work closely with the CHRS Program Director and is responsible for managing and supporting the development and delivery of training programs for the CSU systemwide Common Human Resource System (CHRS) initiative.
This position is open to current CSU employees only.
This position is approved for telecommuting (two days telecommuting, three days in office (in-person)) with onsite work at the main headquarters located in Long Beach, California.
Responsibilities
Under the general direction of the Associate Vice Chancellor, Systemwide Organizational Development, the Director of Technical Training will perform duties as outlined below:
Technical Training Systems
Direct the administration of our centrally provided LMS to the 22 CSU campuses (faculty, staff, and students), the Chancellor’s Office, Trustees, and 80 auxiliary organizations. Operate as the main resource for campus constituents by facilitating the following services:
-Oversee and direct the work of the learning systems unit and the collaboration with the other L&D units to maximize the department's efficiency.
-Explore, source, and direct the implementation of new learning systems to meet systemwide needs and improve campus services.
-Direct the use of adjunct learning systems, facilitating reporting tools, social media, small-scale LMS, collaboration tools, and mobile learning.
-Management, planning, and problem-solving for CSU Technical Training Systems.
-Direct, implement, and manage technical training systems standards, processes, and documentation in the design, delivery, and operation of services provided systemwide.
-Supervise and execute the integration of third-party data to align with the campus LMS for a centralized repository for the CSU and compliance requirements.
-Identify campus or end user system needs and develop a roadmap for implementation with all related parties to include LMS vendor, CO IT, campus IT, auxiliary organizations, and third-party vendors.
-Research, create, and manage specifications for systems to meet requirements, and validate requirements against needs.
-Continuous design and implementation of automated systems to include flow and architecture information, user interface design, integration planning, and acceptance testing.
-Oversee testing with systemwide IT to deliver campus system functionality to end users at our 24 locations including 80 auxiliary organizations.
-Increase systemwide campus utilization of online learning via student and staff learning systems.
-Curate content based on campus and student needs.
-Research, develop and direct solutions to system issues, including developing, and implementing new systems, policies, processes, and programs.
-Implement and direct integration of new and existing applications.
-Direct the collaboration between systemwide IT and campus IT to design and implement LMS enhancements and upgrades.
-Identify and analyze business process improvement opportunities.
-Manage the development and organization of training manuals, online training, and other educational materials.
-Oversee the management of the learning systems’ ticketing system (ServiceNow) and the customer service unit.
-Provide exceptional customer service to our campuses for all their LMS needs and beyond.
-Direct the usage and management of reporting tools and generate evaluations as requested.
-Manage data integrity and user profiles on a systemwide level and enable records and information transition between campuses.
-Direct, conduct, and manage the testing for system functionality and new implementations.
-Direct, implement, and conduct QA and testing compatibility within the online learning environment; problem solve and make corrections in collaboration with SME to ensure compatibility with LMS.
-Manage key training sessions via CSU’s LMS for other units on campus.
Management and Direct Supervision
-Manage, directly supervise, train, coach, and support the LMS Manager, LMS Administrator, and CHRS Training Instructional Designer positions, and the Technical Training unit. Train, coach, mentor and provide support to staff.
-Responsible for building partnerships with the Chancellor’s Office Program Team, Campus Project Teams, and third-party vendors to ensure CHRS training is comprehensive and inclusive of all impacted CHRS stakeholders.
-Manage CHRS training resources to maximize productivity, efficiency, and quality delivery of training materials and programs.
-Indirectly manage and lead staff within the Technical Training Team to provide leadership, guidance, and consistency within the Technical Training Team.
-Provide direction to Campus LMS administrators on LMS initiatives and implementations.
Project Management
-Manage projects using project management software; create reports and dashboards; analyze data on a continuous basis.
-Work in collaboration with the Associate Vice Chancellor, Organizational Development, on new training systems and software.
-Work in collaboration with CMS and Identity Management on integrations and automation upgrades.
-Manage data import process from HRS (PeopleSoft) to the LMS.
-Work with campuses and managers to identify technical training needs and trends within higher education.
-Execute and oversee the migration of learning management systems and training data for campuses.
-Collaborate with the CSU Identity Management team on the management and upload of personnel data into the CSU learning management system.
-Assess, implement, and facilitate campus LMS integrations and upgrades.
-Implement and maintain 3rd party integration with multiple LMS systems and content vendors (LearnerWeb, Skillport, EverFi, SumTotal, United Educators, and other systems as needed).
-Oversee existing vendor content retention cycle. Approve, publish, and maintain content provider courseware (Praesidium, D. Stafford, DGS, ATI, campus custom content, and other content provided as needed).
-Support, manage, and oversee systemwide technical training requests, development, implementation, and project management for technical training initiatives.
-Work in collaboration with the OD AVC, CHRS project Director, PMO, CMS, and SMEs on project planning and coordination.
-Support the upgrade and consolidation of the current PeopleSoft Human Capital Management (HCM) system from 9.0 to 9.2.
-Support training for CHRS Recruiting platform.
-Participate in system design, configuration, and user acceptance testing to experience and build an in-depth knowledge of the CHRS system, which is essential for training.
Instructional Design Management and Facilitation
-Manage the implementation of in-house and expert third parties’ content, training solution including compliance and professional development e-learning modules in the LMS.
-Manage the design of in-house and expert third-party content training solutions for the CHRS project.
-Manage and maintain curriculum components to be delivered on various platforms.
-Working closely with subject matter experts (SME), design storyboards and course templates, build navigation/branching and interaction tools, review and update in conjunction with SME, conduct QA and testing, and deliver learning curriculum to build the expertise of campus constituencies.
-Provide campuses with tools to leverage technology, improve teaching and learning in the classroom and online, including the redesign of courses for hybrid and online delivery.
-Provide training on various technologies and techniques to campus training administrators to ensure the in-person and electronic-based curriculum meets their andragogic goals and is accessible and consistent with prevailing standards. Such standards include, but not limited to, andragogic design, web design, and accessibility.
-Determine and recommend instructional methods and training techniques leveraging current technology options in alignment with the training needs assessments and the delivery training options identified in collaboration with the Campus Training teams.
-Consult and collaborate with stakeholders to identify and assess employees’ knowledge, skills, and abilities. Identify learning objectives, priorities, and deliverables to meet those needs.
-Identify and evaluate existing documentation to determine the most appropriate content and training method to meet the demands of the learning objectives and audience.
-Manage course quality assurance as part of the eLearning design process and test the final product delivered by the designers. QA includes reviewing the quality of video, audio, functionality, and overall experience.
-Oversee the design and upload of CBT content to the Learning Management System.
-Create training specifications to meet requirements and validate requirements against needs.
-Create both CBT and ILT courses for systemwide use. Curate content based on campus and student needs.
-Manage the development and organization of training manuals, Knowledgebase, online training, and other educational materials.
-Lead the end-user training efforts to promote adoption of the CHRS program and ensure alignment of a training strategy and plan.
-Deliver ILT, webcasts, virtual conferences, and online learning related to technical training.
-Facilitate campus meetings related to CHRS training and training needs.
-Migrate implementation training strategies to ongoing post-implementation training and support.
-Facilitate SW training for new LMS tools and/or technical systems. Provide advice and expertise in the use of technology tools such as Skillport, SumTotal, Articulate, PowerPoint, Captivate and audio and video editing tools.
Vendor Management and Other Duties
-Act as the main contact to vendors with regard to ongoing maintenance of vendor/client processes.
-Direct compliance vendor through content updates and course structure enhancements.
-Direct LMS vendor, through enhancements, content updates, and campus LMS needs.
-Contracts and Agreements - facilitate the execution of contracts and agreements with various vendors.
-L&D SharePoint management – responsible for keeping content updated, along with designing and creating new pages as needs arise.
-Management of L&D CSYou website pages in collaboration with L&D team.
-Support the Office of General Counsel in pending lawsuits by providing training records.
Qualifications
This position requires:
-A Bachelor's degree in business, human resources, learning technology, training and development, instructional design, adult learning and education or a related field; or equivalent combination of education and work experience is required.
-Master’s Degree in Education, Learning Systems, Instructional Design, or similar field preferred. A minimum of 5 years' experience in learning management systems.
-Training & Development Certification(s) preferred.
-Experience with HR Information Systems.
-A minimum of 10 years' experience in a training environment to include 5 years' experience in systems learning and online training based on instructional design techniques using adult learning theory, producing effective training solutions, both online and in-person.
-Minimum 5 years’ supervisory experience.
-Ability to demonstrate principles and methods of curriculum and training design, such as ADDIE, SAM, or others.
-Experience in managing or administering large-scale learning management systems (100,000 plus users).
-Experience in Project Management that includes planning, forecasting, risk management, budgeting, tracking, and using project management software.
-Experience with SkillPort and SumTotal Learn platforms.
-Experience in cloud computing platforms to manage digital workflows.
-Experience with HR Information Systems.
-Experience with PeopleSoft and data integration/import between PeopleSoft and LMS (multiple systems).
