Position Description

Working Title:  Student Financial Services Specialist

This is an 'On-Campus Only' Recruitment.  Qualified applicants must be current employees of CSUDH.

Classification Title: Accounting Technician III

Classification Salary Range: $4,570 - $6,658 per month 

The anticipated hiring range for this position is $4,570 - $5,100 per month.

The final salary is dependent upon qualifications and experience.

About the Department/Position:

Under the general supervision of the Director of Student Financial Services, the Student Financial Services Specialist is responsible for performing advanced accounting, reconciliation, and analytical functions related to student accounts. The incumbent manages reconciliations, posting and correction of transactions, refunds, and collections, while ensuring compliance with Federal, State, CSU, and University policies. The position coordinates with campus partners to support financial operations, develops procedures and training materials, and communicates student account activity clearly to the campus community. Overview of Duties and Responsibilities:

  • Prepare and reconcile financial reports, including Student Involvement and Representation Fee (SIRF) submissions, cashiering deposits, student refunds, and student account transactions.
  • Post charges and payments, research discrepancies, and ensure the accuracy and integrity of student financial records.
  • Support collection efforts, including Franchise Tax Board (FTB) submissions, collection agency referrals, and processing of write-offs.
  • Review and apply Federal, State, CSU, and University regulations to ensure compliance in billing, refunds, and student account operations.
  • Maintain and configure Transact eMarkets and assist in setting up tuition and fee payment plans.
  • Collaborate with Financial Aid, Admissions, Outreach, and other campus partners to coordinate student service processes.
  • Develop and document procedures, prepare training materials, and provide training to staff and campus users.
  • Analyze student account activity and communicate financial information clearly and professionally to students and campus stakeholders.
  • Perform monthly reconciliations with General Accounting and support financial audits as needed.

Minimum Qualifications:

  • Education:
    Any equivalent combination of education and experience that provides the required knowledge and abilities.
  • Experience: Equivalent to three to four years of progressively responsible experience serving as a Student Financial Services representative; experience in providing outstanding customer service, performing complex activities associated with maintaining student accounts, and ensuring compliance with policy, procedures.
  • Experience using PeopleSoft Student Financials and Transact functionality in a university environment.

 Knowledge, Skills, and Abilities:

  • Knowledge of financial recordkeeping, reconciliation practices, and accounts receivable processes.

  • Ability to interpret and apply Federal, State, CSU, and University regulations related to student accounts and financial operations.

  • Strong analytical and problem-solving skills with the ability to research and resolve account discrepancies.

  • Proficiency with financial systems and software (e.g., PeopleSoft Student Financials, Transact) and strong Excel skills.

  • Excellent written and verbal communication skills, with the ability to explain financial information clearly to students and staff.

  • Ability to work independently, manage multiple priorities, and maintain accuracy in a fast-paced environment.

  • Ability to build effective working relationships and collaborate with campus partners and external agencies.

Preferred Qualifications:

  • Equivalent to four years of progressively responsible experience serving as a business analyst; experience in providing outstanding customer service, performing complex activities associated with maintaining student accounts, and in ensuring compliance with policy, procedures, and internal controls; demonstrated leadership skills; experience with computerized accounting software and Microsoft Office
    products.
  • Experience using PeopleSoft Student Financials and Transact functionality in a university environment.
  • Functional experience in a Student Financials office at a university using a software package such as PeopleSoft handling: Accounts receivable; application of payment and other accounting issues; reconciliation of general ledger accounts; third party contracts, bad debt; Title V refunding; implementation of state and federal regulations; and maintenance of student financials set up tables.
