PURPOSE:

Under the general supervision of the Associate Director of Construction with daily direction from either the Senior Construction Project Manager or Construction Project Manager, the Assistant Project Manager is responsible for supporting the administration of capital improvement projects as assigned, from pre-design through construction and final inspection, including the warranty period. The incumbent provides business administration and management services. Helps to assure compliance with all CSU, State and Federal requirements for projects.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:

  • Supports the project management of capital improvement projects with varying scopes and having significant impact on the physical campus, the students, faculty and staff.
  • Coordinates campus-wide construction design reviews, walkthroughs, and construction progress meetings. Conducts reviews and presentations when necessary, at each phase of design and working drawings.
  • Oversees general contractor and monitors their performance.
  • Reviews and approves contractor’s requests for changes and payment requests per CSU standards and regulations. Provide technical review and administrative assistance for cost request bulletins, field instructions, Requests for Information, and change orders. Responsible for budget authorization and fund expenditures related to construction projects.
  • Reviews shop drawings, product data, samples and other submittals for approval.
  • In conjunction with the Inspector of Record, ensures contractor’s compliance with the contract and satisfactory performance and contract documents (as-built drawings). Assists the Inspector of Record with the coordination of required special inspections.
  • Provides project closeout assistance in finalizing change orders, following up with warranty items and punch-list completion, and calculation of release of retention in compliance with CSU regulations. Assists with closeout documentation for audit.

Other Functions:

  1. Perform other job-related duties and special projects as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge and skills in contract administration, both in the design phase and construction phase of multi-story capital improvement projects. Working knowledge of architectural services, estimating, and construction specifications. Working knowledge of California Building and Safety Codes applicable to construction projects. Working knowledge of architecture, construction management, structural, mechanical, electrical and civil engineering. Extensive knowledge and experience of methods, procedures and practices typically found in project management, contract management and construction related California building and safety codes.

Technical skill in reading and interpreting specifications, drawings, surveys and studies. Skill in performing on-site inspections and meetings to evaluate work in progress and investigate problems such as design interpretation or cost modifications.

Ability to analyze problems, to reach practical and logical conclusions, and to make recommendations for changes. Ability to research, review and evaluate existing and proposed plans. Ability to gain acceptance of recommendations and decisions; develop and maintain effective, cooperative-working relationships; ability to maintain high professional standards; and write clear and concise reports. Ability to plan, organize and prioritize work with multiple deadlines. Excellent organizational and interpersonal skills with demonstrated experience in managing multiple complex projects. Good oral and written communication skills in all media. Team-oriented and collegial management style. Ability to read, understand, interpret and work from plans, drawings and specifications. Demonstrated ability to prepare or assist in the preparation of cost estimates, construction specifications, drawings, contracts, records, presentations and reports. Ability to be effective in a fast-paced, dynamic environment with frequently changing priorities. Operational knowledge and ability to use computer programs in a PC or Macintosh environment. Knowledge of scheduling software used by the construction industry.

MINIMUM QUALIFICATIONS:

Two (2) years of progressively responsible experience in the construction industry, such as managing the activities of a building design and construction operation and/or managing projects. Demonstrated technical literacy.

PREFERRED QUALIFICATIONS/DESIRABLE EXPERIENCE:

Equivalent to a bachelor’s degree from an accredited college/university with significant coursework in a related field. Knowledge and experience with various computer software, including AutoCAD, Microsoft Project, Procore, MS Office software including Word and Excel, e-mail and electronic calendaring. Professional experience in a university or institutional setting especially within the CSU system is strongly desired. Prior knowledge of and experience with the State University Administrative Manual procedures for design and construction. Highly desirable: Demonstrated understanding of and commitment to the CSUMB Vision Statement and the core values of mutual respect, collaboration and service orientation, multiculturalism and diversity, community service and institutional excellence. Experience working with a diverse and multicultural population and performing community services.

Technical fluency with Oracle/PeopleSoft, CSU Common Management System or equivalent student information system; Microsoft Office Professional Suite, and Google mail and calendaring programs.

  • Must possess and maintain a valid license to drive in the State of California, pass the Defensive Training Class, and be insurable under the University's liability coverage.

PHYSICAL ENVIRONMENT:

Office environment with standard equipment and tasks. The position requires working at a computer and desk for extended periods of time.  May require travel between campus offices and off-campus locations.
