About the Position: 

The Contracts and Procurement department provides the campus community with cost efficient and effective handling of acquisitions and contracting needs in accordance with State laws and CSU policies. We seek an exceptional individual to join our team as the Procurement Card Program Coordinator (Administrative Analyst/Specialist - Non-Exempt).  The ideal candidate in this role should have a positive attitude and an active, energetic mind characterized by highly ethical practices and a commitment to diversity, openness, flexibility, integrity, and kindness.

Reporting to the eBusiness Manager, the Procurement Card Program Coordinator is responsible for properly recording and documenting financial transactions associated with the Cal State Fullerton (CSUF) Procurement Card Program. This position is responsible for processing Procurement Card applications and other applicable forms and setting up new accounts for approved cardholders and eBusiness users. Reviews Procurement Card transactions for compliance with established policies and procedures. Track and monitor the completion of Procurement Card training for cardholders, approving officials, and assigned delegates.  Provides support for year-end closing processes. Assists with audits and reporting as needed. Use independent judgment when analyzing information and determining the best course of action in compliance with application policies and procedures. Maintain comprehensive knowledge of university policies and procedures. Provides exceptional customer service to the division, campus partners, and vendors in person, virtually, and by phone related to eBusiness/Contracts and Procurement. Other duties as assigned.

Essential Qualifications

Bachelor’s degree from an accredited four-year college or university and/or the equivalent training and administrative work experience involving the study, analysis, evaluation, development or improvement of administrative policies, procedures, practices, or programs. Working knowledge of the general practices, program, or administrative specialty. Basic knowledge of and the ability to apply fundamental concepts. Working knowledge of budget policies and procedures. Ability to learn, interpret, and apply a wide variety of policies and procedures relating to and impacting the applicable program, organizational unit, or administrative specialty. Knowledge of and the ability to apply basic methods and procedures used for research and statistical analysis. Ability to analyze data and make accurate projections using business mathematics and basic statistical techniques. Ability to make independent decisions, exercise sound judgment, handle multiple priorities, and organize and plan work assignments. Ability to compile, write, and present reports related to program or administrative specialty. Demonstrated ability to establish and maintain cooperative working relationships.

A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to complete the background check satisfactorily may affect the continued employment of a current CSU employee who was conditionally offered the position.  

Preferred Qualifications

Bachelor’s degree or the equivalent from an accredited four-year college or university in purchasing, accounting, marketing, general business, or a related field. Additional experience demonstrating that the applicant has acquired and successfully applied the required knowledge and abilities may be substituted for the education requirement on a year-for-year basis. Equivalent to one year of purchasing experience as a buyer or buyer trainee in a competitive bidding setting or in the processing or administration of contracts, service agreements or leases. General knowledge of purchasing principles, practices, and procedures, including the processes of competitive bidding required by California State Statutes and Codes. Understanding of and ability to apply California State Statutes and Codes. Ability to follow processes for recording and documenting purchasing activities. Ability to establish and maintain cooperative working relationships with vendors, faculty, administrators, students, and members of the public. Ability to perform or learn campus routine purchasing, ordering, and contract processes. Ability to perform or learn to write specifications. Ability to independently gather and analyze data necessary for informed purchasing decisions and make accurate arithmetic computations. Ability to conduct business transactions and perform simple research work by telephone. Strong interpersonal, oral, and written communication skills with the ability to read and write clearly in English. Competent use of a computer and software such as Microsoft Word and Excel. Prior experience in a higher education setting or previous public procurement experience. Knowledge of state and/or CSU policies and procedures. Experience using PeopleSoft.

License/Certifications

A Valid California Driver’s License.  Live Scan Required.
