Position Description

    • Position Summary
    • Classified as: Information Technology Consultant- Foundation

      Full-time position available on or after September 8, 2025 for University Police.

      Under direct supervision, the incumbent is responsible for the operational support functions of the department and all self-support enterprises (Parking Management Bureau, Patrol, Parking, Livescan, etc.). The incumbent will collaborate with technical and non-technical customers as well as technical support staff assigned outside of UPD. Incumbents in this role have varying levels of responsibility for direct consultative support and training to students, staff, and faculty on information technology-based systems primarily in the areas of applications software, multimedia, database resources, and network support, but may include a moderate degree of hardware consultation and support. May have responsibility for supporting academic or administrative departments, lab and/or classroom needs, using available information technologies and resources. 

    • Job Duties
    • Duties include but are not limited to:
      • Ensure information systems are fully operational and secure.
      • Analyze and monitor system performance and usage.
      • Monitor UPD/PMB related software and media libraries and inventories.
      • Ensure proper maintenance and support of assigned lab/ classroom/stand-alone systems.
      • Use utility and file programs to recover and back up data.
      • Re-install damaged or deleted software.
      • Troubleshoot errors in system operation and initiate repairs.
      • Administer UPD/PMB related site including maintenance of related hardware and software.
      • Provide consultative support and services to the user community to ensure problem resolution, system/data access, and optimal system performance.
      • Provide telephone or on-site support.
      • Assist users to develop or use applications and software packages and their features.
      • Install, configure, and modify applications, networks, databases, and other systems.
      • Act as a liaison and interface between customers, UPD, staff, and information systems
        resources and staff.
      • Provide technical advice in the evaluation, purchase, upgrading, and maintenance of software and/or hardware resources.
      • Recommend and assist UPD in the selection of available software, hardware and/or database systems, and sources to meet their needs.
      • Research available products and systems and recommend alternatives to meet identified
        needs.
      • Participate in needs assessments and evaluate potential purchases for compatibility with existing systems.
      • Specify maintenance contracts.
      • Prepare requests for proposals, cost estimates, and justifications.
      • Data Administration and Support: Support databases and ensure that data sources are
        accurate and readily accessible to the user community.
      • Assist with the development of assigned databases using database management
        packages/systems.
      • Assist with the development and administering of data policies, procedures, and standards.
      • Analyze and define data requirements
      • Assist with the maintenance of archives by acquiring/installing data sets and documentation.
      • Assist in data transfers and file sharing via utility programs.
      • Assist with the monitoring, analyzing, and verifying data to ensure integrity.
      • Assist with the development of policies and procedures for access to remote resources and assist with providing access to these resources.
      • Provide training and communication materials to users that maximize their ability to utilize system capabilities, features, and other resources.
      • Assist with conducting training programs, and self-guided tutorials on equipment, applications, databases, and related systems.
      • Write user documentation, user guides, instructor guides, training outlines, and technical training publications.
      • Assess campus training needs and develop and coordinate plans for training delivery
      • May be required to obtain additional training and/or certification as part of professional development, based on department and/or campus needs, to stay current with industry standards.
      • The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this classification.
      • At the direction of appropriate administrator, may provide support to other departments
        withing functional area as needed.

    • Minimum Qualifications
    • Education: A bachelor’s degree, preferably in computer science or business, or equivalent training and applied experience.

      Experience: Experience in technical information systems and application program packages.

    • Preferred Qualifications

      • Demonstrates 2 years in technical information systems and application program packages or directly related experience.
      • Experience in higher education or educational settings.
      • Prior experience with Parking Management Bureau, Patrol, Parking, Livescan or DMV.
      • Prior experience providing lead, direction, training.
      • Experience working within law enforcement agencies.
    • Knowledge, Skills, Abilities

      • Depending on the nature of the position assignment, may include working knowledge of common software application packages, equipment platforms, reference database systems and sources, and training methods and a basic understanding of networks, data communication, and multimedia systems.
      • At this level, the incumbent is able to demonstrate a basic understanding of the standard principles and terminology associated with the technical specialty, address common problems of limited scope, and demonstrate work-ready communication skills.
      • Ability to apply consultative skills to assess user needs and provide appropriate support.
      • Knowledge of information technology systems and/or applications, including campus wide systems and multimedia environments, access procedures, networks, and/or databases.

      • Ability to maintain materials, inventory, and technical references and administer facility and system security practices.
      • Knowledge of system utilities, features, installation and maintenance procedures, and general operation.
      • Basic knowledge of data and file structures, database systems and related utilities, operating systems, and communication interface programs.
      • Ability to perform system, database, and network maintenance tasks and to use standard software packages.
      • Knowledge of local area network system configuration, protocols, and/or transmission media.
      • Ability to analyze and troubleshoot system connection and interface malfunctions.
      • General knowledge of operating systems and hardware for problem identification and analysis.
      • Knowledge of copyright laws and industry standards.
      • Demonstrated ability to assist others in completing work assignments including the ability to provide basic work direction and training.
      • Knowledge of instructional design theories and methodologies and ability to apply them.
      • Knowledge of database sources and large-scale computing and information resource networks.
      • Knowledge of and ability to evaluate instructional software, courseware development, and multimedia applications.
      • Ability to perform research design using statistical methodology and application resources.
      • Knowledge of systems design and technology integration techniques.
      • Ability to provide software development and programming support for instructional applications.
      • Knowledge of user interface design principles and applications.
      • Ability to develop and create multimedia/video productions.

    • Special Conditions

      • Available to work multiple shifts (day /evening/after-hours/on-call) and weekends when required to align with the operational needs of the campus and department.
      • Must be available to respond to emergency situations on an as needed basis.
      • Ability to work outdoors for extended periods during special events/outreach in high heat or inclement weather conditions.
      • Travel to client agencies off campus for extended periods of time, attend training sessions locally or statewide when required. 
    • License or Certifications

      • A valid California driver’s license.

    • Salary Range
    • Anticipated salary will be $4,094 - $4,503 per month plus excellent paid benefits. Salary will depend on the qualifications of the successful finalist. (Full range: $3,899 - $7,881 per month).
