PURPOSE:

Under the direct supervision of the Senior Director of Health and Wellness Services (HWS), the Director of Student Disability and Accessibility Center (SDAC) provides leadership and administration of SDAC services to students with disabilities. The incumbent is responsible for SDAC staff development, supervision, and evaluation. Oversees supervision of work by vendors, leads strategic planning and collaboration, and delegates tasks accordingly for implementation, organization, collaboration, and evaluation of access support and accommodation services for students with disabilities. The Director initiates and is responsible for contributing guidance and leadership to campus-wide efforts to address campus compliance with federal and state regulations and University policies. The Director works closely with Health and Wellness Services leadership. Oversees SDAC staff and participates as needed in effective collaboration with faculty, staff, and administrators. In addition, the Director oversees the development of innovative approaches with an emphasis on promoting student development, satisfaction, retention, interdependence, and wellness, supporting students with disabilities to participate fully in CSUMB learning experiences and activities.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:

1. Leadership: 

  • Directly leads and supervises SDAC Advisors and lead office administrators, coordinators, and assistants, oversees the supervision of Student Assistants and Master of Social Work interns and evaluates classified staff.  Responsible for overseeing SDAC staff in setting work schedules and priorities and training diverse staff of student assistants, interns, and services experts. Oversees coordination of all aspects of the recruitment and hiring process, supervision, problem-solving, conflict resolution, and provision of reasonable accommodations for SDAC employees with disabilities.
  • Leads SDAC in the development and implementation of disability awareness strategies and promotes campus access, including campus-wide policy development, implementation, and training in conformance with the CSU Policy for the Provision of Services for Students with Disabilities, CSU Executive Orders, Coded Memoranda, CSUMB policies, procedures, and guidelines. Advocates for the maintenance of academic standards consistent with the provision of reasonable and appropriate student accommodations. Manages SDAC consultation throughout the University.
  • Consults with Campus Planning and Development, Facilities, University Police, etc., to review plans and blueprints for remodeling and new construction, Emergency Operations Plan, Business Continuity Plan, and Commencement logistics to address disability issues.  Serves on various university-wide committees to support disability access and compliance, inclusion, and wellness of students.   Oversees SDAC staff service on campus work groups.
  • Consults with the Senior Director of HWS on risk management issues and resource development.  Participates in the HWS Leadership Team.  Develops and maintains positive working relationships and ventures with campus personnel, community members, resource partners, and students with disabilities, representing CSUMB in a professional and positive manner. Oversees collaboration with community partnerships and across departments for best practices. Represents HWS, the Division of Student Affairs, and the University.
  • Leads the Test Center, including supervising Test Center staff and developing, designing, and implementing test center processes, standards, and alternate testing options.  Maintains assessment standards as required to meet regulatory compliance.
  • Leads the Workforce Recruitment Program, including campus-wide program implementation, conducting outreach to eligible students and recent graduates, approving candidate application access, and scheduling informational interviews with their assigned federal recruiter.

2. Administration of services and resources:

  • Oversees the purchase of appropriate equipment and acquisition of resources necessary for the provision of required academic accommodations for students with disabilities.  Ensures the availability of appropriate academic accommodation services both on and off main campus, at emerging instructional facilities such as North Salinas and Salinas City Center, for online instruction and at distance learning sites in areas such as disability-related advising; equipment and furniture loan; notetaking; alternative media formats; alternative testing; sign language interpretation, real-time captioning and video captioning; and Assistive Technology (AT) for students in consultation with CSUMB’s Center for Academic Technologies.
  • Oversees outreach to students and SDAC recommendations to the University for student exceptions to matriculation and other campus policies such as admissions, housing, meal plans, course substitution, financial aid, transportation, etc., based on the impact of ongoing or temporary disability.
  • Directs and delegates: development and maintenance of operational policies and procedures; assists staff and faculty with interpreting and adhering to the expectations of policies and procedures pertaining to students with disabilities; ensures compliance with appropriate professional standards and guidelines while developing a strong student-centered philosophy; management of budget and multiple funds, ensures record keeping, payment processing, and forecasting of department needs; on-going data collection, assessments of program effectiveness and evaluations of services; and initiates improvements where needed.
  • Leads negotiations with vendors and oversees the coordination of contract services and SDAC contract compliance.
  • Develops and maintains professional relationships with system-wide colleagues. Provides opportunities for SDAC staff professional development.

3. Facilitates SDAC Access Issue / Complaint Process: 

  • Receives and reviews student feedback submissions and as needed facilitates consultation with Department Chair, Title IX, and other cross-department support, students, family members, faculty, administrators, and staff.  Upon resolution of the complaint process, delegates and oversees SDAC Advisors assisting students in acquisition of self-advocacy, decision making, and social interaction skills needed to achieve equal access and maximum integration into university programs and activities.
  • Prepares reports; assists and advises the Senior Director of HWS and Vice President of Student Affairs on issues, trends, and innovative/creative opportunities to meet the disability-related needs of CSUMB students. Keeps informed of current issues in the field of Disability Services.

Other Functions:

  1. Perform other job-related duties and special projects as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

Thorough knowledge of: Knowledge of disabilities (Federal and State policies, procedures, and guidelines); accommodations standards; and current trends in disabled student services in postsecondary education. Knowledge of university personnel policies and procedures. Knowledge of personal computer and operating proficiency of business functions software, especially Microsoft Office.

Skilled in: Must possess excellent analytical, problem-solving, conflict management, and organizational skills with the ability to work creatively, innovatively, and independently while under pressure.

Ability to: Must be able to communicate effectively both verbally and in writing. Demonstrated ability to create and maintain cooperative working relationships with students, faculty, staff, businesses, community organizations, and other diverse groups and services.

MINIMUM QUALIFICATIONS:

Equivalent to a Bachelor's degree in counseling, social services, student development, student affairs, or a related field AND three years experience in agencies/institutions creating and managing programs that address economically, educationally or physically disadvantaged populations. Professional administrative experience in program development and management of student services and in planning, organizing, managing, directing, and training others in the creation and implementation of disability programs and services.

PREFERRED QUALIFICATIONS/DESIRABLE EXPERIENCE:

Technical fluency with Oracle/PeopleSoft, CSU Common Management System or equivalent student information system; Microsoft Office Professional Suite, and Google mail and calendaring programs. Experience with interpreting and applying the ADA, interactive process requirements and determining reasonable accommodations

PHYSICAL ENVIRONMENT:

Office environment with standard equipment and tasks. The position requires working at a computer and desk for extended periods of time.  May require travel between campus offices and off-campus locations.
