| The College of Health (CoH) is one of the academic units at Cal State East Bay. The Resource Analyst is the primary administrator of the College’s budget. Under minimal supervision from the Dean and Associate Dean, this position exercises considerable discretion in executing the College’s plans and goals with available financial resources. Errors in this process could have serious consequences for the College.
This position requires advanced knowledge, skills, and abilities to manage a large portfolio of funds across a spectrum of restrictions. The Resource Analyst must interpret and apply financial policies that are often complex under a hierarchy of state, CSU, and campus laws, codes, and guidelines.
The Resource Analyst position requires college-level financial analysis, resource allocation, accounting maintenance, financial reporting, budget surveillance and corrections, record keeping, projections, department-level fund reporting, fiscal consultations, and year-end fiscal notifications.
The portfolio of funds includes the General Fund, A2E2, CERF, trust, donor, and scholarship funds across all College of Health departments, as well as a changing number of specific-use and project funds. The Analyst will access a wide variety of databases, including finance, human resources, faculty contracts, institutional data, accounts payable, and purchasing, to extract the necessary data.
Additionally, the Analyst will maintain an extensive network of campus contacts in areas such as academic resource planning, budget, accounting, procurement, donor funds, sponsored programs, and other specialized groups. The Resource Analyst will serve as the central point of contact regarding the College’s funds. Additional responsibilities include coordinating training for management, faculty, and staff in budget management, monitoring expenses, reconciling transactions, preparing projections, and enforcing accounting practices, policies, and procedures. Excellent interpersonal skills are essential for articulating, interpreting, and conveying complex financial and data analysis to non-finance audiences. |
