Procurement Department

Department Description

Procurement and Support Services is a department of the Division of Fiscal Affairs and encompasses Purchasing, Shipping/Receiving, Mail Services, and the Property Office. The mission of the Purchasing Department is to obtain best value for goods and services acquired in support of the University, while adhering to the standards and requirements of a state supported institution of higher education.

Procurement is located on campus at the Corporation Yard.

Time Base*

Full-Time (1.0)

Work Schedule*

Mondays through Fridays: 8:00 a.m. to 5:00 p.m.

Extended working hours may be expected, including work after normal business hours and on weekends and holiday as project requirements and workload dictate.

Anticipated Hiring Range*

Salary is commensurate with experience, up to $83,880 per year.

Position Summary*

Under the general guidance of the Director of Procurement, the Associate Procurement Officer will have primary responsibility for administration of the non-public works contracting function of the Procurement Department. The position will be responsible to prepare, review, edit, and negotiate contracts for a wide variety of products and services. As a delegated contract signatory, incumbent will be responsible to review contracts for reasonableness and appropriate fiscal and legal safeguards. The Associate Procurement Officer will advise other University divisions regarding appropriate procurement policy and procedures, and ensure bids and contracts processed through the department comply with California State University (CSU) and state regulations. Incumbent will also provide guidance and mentor-ship to Buyers in the department regarding contractual terms and procedures.

The Associate Procurement Officer will develop bid documents and oversee the award and execution of resulting contracts for non-public works related commodities and services. Incumbent will serve as the primary point of contact and problem resolution for bid disputes, protests, and interpretation/clarification of policy. Incumbent will manage and act as coordinator for CSU programs related to Disabled Veteran and Small Business Enterprises, Recycled Content Products, and the Accessible Technology Initiative. Incumbent will assist the Director in the analysis and oversight of various functions and activities of the Department, and will assist the Assistant Director when the Director is absent; helping to manage the routine operation of the Procurement Department and will have broad signature authority to execute contract documents in the absence of the Director.

Minimum Qualifications*

Knowledge and Abilities:

Knowledge of: laws, rules, and regulations related to public contracts and to public sector procurement of commodities and services; contracting methods.

Ability to: formulate, analyze, and interpret contractual instruments, bids and RFP's to determine adequacy, completeness and compliance with applicable laws and policy; conduct formal negotiations for contracts and agreements, which protect the University and offer each party benefits; work pro-actively with others to establish and maintain positive and effective working relationships with Departmental and University staff, contractors, and a variety of agencies both public and private; communicate effectively, both orally and in writing; prepare clear and comprehensive reports.

Education and Experience:

Minimum of a four (4) year College degree (B.A. or B.S.); major or coursework in Business or related field preferable.

Five years of experience working with contract procedures, preferably in a public sector and/or higher education environment; one year of direct responsibility for preparing and managing bid solicitations and contracts; demonstrated experience authoring and negotiating bilateral contracts; experience with project management.

Preferred Qualifications

JD, CPM, CPPO or similar professional degree or certification.
